2.  SEMINAR’s focus

Have you bought or are you planning to buy something online from overseas?  Do you think your purchase might go through customs? Then you might be the best person to help us to develop a digital solution/service to support end-users (private persons) to realize their own role, responsibilities and tasks in customs clearance and receiving their own purchases from outside the EU. The service is limited to private persons only. 

So, the question for the following seminar is: What kind of an information service/system can guide and teach private persons through the customs process and how can it be meaningful and engaging? (e.g. gamify system, interactive, ….) 

3. DESCRIPTION:

Nowadays, private persons purchase a diversity of items overseas. When items are purchased and delivered from outside the EU the buyer is responsible for clearing the purchase and paying the import duties and taxes. Buyers can do it by themselves by using the IT-service provided by the Finnish customs (https://asiointi.tulli.fi/nettituonti/mainpage.html?locale=fi) or they can buy this so called forwarding as a service from the carrier.

Current challenges to be solved:

• customer does not know that he/she is (in most cases) responsible for making the customs clearance
• customs law and regulations are not easy to understand and end-users may find the instructions and information difficult and boring
• customer does not know how much they need to pay taxes and duties
• customer does not know where, when and how he/she can make the customs clearance
• customer does not know which of his/her purchases is arriving so he/she does not know which purchase to make the customs clearance for
• customer does not know how he/she gets the purchase after he/she has made the customs clearance (This the biggest challenge at the moment causing uncertainty and troubles for customers )

At the present moment TULLI cannot create a tool that integrates all the information needed from a diversity of service providers and carriers. However, TULLI can support the development of a tool that support private persons to understand what they need to do during the process and offer the correct information to solve customer questions.

This tool should be easy to use, engaging and informative for private persons. 

Hence the question for the following seminar is: What kind of an information service/system can guide and teach private persons through the customs process and how can it be meaningful and engaging? (e.g. gamify system, interactive, ….) 

The goal of our following seminar session is to conceptualize together an online system that will support a private person to understand that he/she is the “king/queen” of the customs clearance process and to know what to do in order to do the customs clearance and get the purchase home. We want this tool to be engaging and enjoyable.   We will team up TULLI as they will specify the requirements and constraints of such a tool during the session. 

 

4. DAY and TIME:

This seminar is held on 22.11.2019 from 12hrs to 16hrs. In the session there will be coffee served, so please confirm your presence by enrolling on point 6.

Let’s assume you are planning to buy an item (of 22€ or above) from China or USA. About the transportation you have not yet decided whether you are going to use a courier or postal service so you look into both options

1. How much taxes and duties you need pay?
2. Where and when do you need to do the customs clearance of  the purchase?
3. What do you need to do after the clearance to get the purchase home?
4. What challenges did you detect while utilizing the customs duty calculator?
5. What could evoke your interest to find out your responsibilities to clear your purchase?
