The report presents the results from the cross-border discussions that were taken during four workshops (listed below) in EnviSuM project. The overall aim of the workshops was to explore the approaches taken by ports and port cities in the Baltic Sea Region to support clean shipping and comply with the SECA legislation. The focus was also to learn about the long-term visions on clean shipping towards 2020 and even 2030 among maritime stakeholders.

The EnviSuM article “Impact on Population Health of Baltic Shipping Emissions“, published on the International Journal of Environmental Research and Public Health, estimates the exposure to particulate air pollution (PM2.5) and health effects from shipping in countries
around the Baltic Sea, as well as effects of the sulfur regulations for fuels enforced in 2015 by the Baltic Sulfur Emission Control Area (SECA).
The final conference of EnviSuM project “Impacts from SECA and Global Sulphur Cap 2020”, held 24th April 2019 in Copenhagen, is now available to all!
The conference had 3 thematic sessions (with 3 presentations each) and 1 panel discussion. Among the speakers we had experts from EnviSuM Consortium, the Danish Maritime Authority, a Shipowner. On the panel discussion participated the EnviSuM experts, Danish Shipping organisation, the NGO The Ecological Council. The mixed audience (shipowners, government official, journalists, scientists, maritime affairs students) contributed as well all day during the conference.

Lars Barregård, researcher at the University of Gothenburg and EnviSuM partner, was interviewed at Radio DR (Denmark) on 1st May 2019 about the prevention of premature deaths, myocardial infarction and stroke in Denmark due to SECA. The interview starts around 01:40:00.

In this report, we have compiled EnviSuM results in five chapters. In the first chapter, we look at different emission abatement strategies including measurement results from different types of vessels. This section also presents results on the effects of switching fuels, the modelling used to measure ship emissions and compliance monitoring.
In Chapter 2, we explore air quality based on emission results. Local air quality was modelled forthree urban areas – Gothenburg, Gdansk/Gdynia and St. Petersburg.The effects of shipping emissions on public health and environment are assessed in Chapter 3.
In Chapter 4 we discuss the economic consequences of SECA. This includes costs as well as
positive effects of SECA, such as inducement to innovate and the enhanced reputation of the
Baltic Sea Region. We conclude in Chapter 5 by looking to the future environmental shipping regulations.

A new EnviSuM article published on the WMU Journal of Maritime Affairs analyzes the moral and rational motivations to explain the fairly good SECA compliance in the Baltic Sea Region (90%).

For three years EnviSuM project has analysed the impacts of SECA in the Baltic Sea Region. Next year, the Global Sulphur Cap 2020 will enter into force. What are the lessons learned from the Baltic Sea SECA? Are there lessons to be learned from SECA to the Sulphur Cap? Join us in our final conference in Copenhagen, Denmark.
Target group – authorities, researchers, maritime organisations, policymakers, as well as companies that are interested in SECA, Global Sulphur Cap 2020, air emissions from shipping and the impact on health. Participation is free of charge.

In order to comply with SECA regulation, many ship operators adopted the use of Low Sulphur Fuels, including distillates and hybrid fuels. The main reason behind this choice is usually to avoid the high initial costs of retrofit the ship with a exhaust cleaning system, for example.
Anyhow, the entire process of change-over of fuels always brings some level of hazard. In this report, it is discussed the implications of this change-over on board.
